মতপ্রকাশের স্বাধীনতা, সংবাদমাধ্যমের স্বাধীনতা এবং তথ্য জানার অধিকার একটি গণতান্ত্রিক সমাজের মৌলিক ভিত্তি। কিন্তু সাংবাদিক, লেখক, মানবাধিকারকর্মী, শিল্পী, শিক্ষাবিদ, অনলাইন কনটেন্ট নির্মাতা এবং সাধারণ নাগরিকরা বিভিন্ন সময়ে সেন্সরশিপ, ভয়ভীতি, আইনি হয়রানি, হামলা, গ্রেপ্তার, ডিজিটাল নিপীড়ন ও সহিংসতার মুখোমুখি হন। অনেক ঘটনায় কার্যকর বিচার না হওয়া ও জবাবদিহির ঘাটতি দায়মুক্তির (Impunity) প্রবণতাকে দীর্ঘস্থায়ী করতে পারে, যা স্বাধীন মতপ্রকাশের পরিবেশকে দুর্বল করে।
FoEBD (Freedom of Expression Bangladesh) একটি স্বাধীন ও তথ্যভিত্তিক ডকুমেন্টেশন ও গবেষণা প্ল্যাটফর্ম। আমরা বাংলাদেশের মতপ্রকাশের স্বাধীনতা, সংবাদমাধ্যমের পরিস্থিতি এবং সাংবাদিকদের নিরাপত্তা-সংক্রান্ত ঘটনা সংগ্রহ, যাচাই, সংরক্ষণ, বিশ্লেষণ ও প্রকাশ করি। একই সঙ্গে শহীদ সাংবাদিক, দায়িত্ব পালনকালে নিহত সাংবাদিক এবং মতপ্রকাশের স্বাধীনতা রক্ষায় জীবন উৎসর্গকারী ব্যক্তিদের স্মৃতি ও সংশ্লিষ্ট তথ্য সংরক্ষণেও আমরা কাজ করি।
আমাদের লক্ষ্য হলো নির্ভরযোগ্য তথ্য, গবেষণা ও পরিসংখ্যানের মাধ্যমে বাংলাদেশের মতপ্রকাশের স্বাধীনতার বাস্তব চিত্র তুলে ধরা, দায়মুক্তির প্রবণতা চিহ্নিত করা এবং জবাবদিহি ও আইনের শাসন প্রতিষ্ঠার প্রচেষ্টায় তথ্যভিত্তিক সহায়তা প্রদান করা।
আমাদের লক্ষ্য
- মতপ্রকাশ ও সংবাদমাধ্যমের স্বাধীনতার পরিস্থিতি পর্যবেক্ষণ ও নথিভুক্ত করা।
- সাংবাদিক ও অন্যান্য কণ্ঠস্বরের বিরুদ্ধে সংঘটিত হামলা, হত্যা, গ্রেপ্তার, মামলা, হুমকি, সেন্সরশিপ ও ডিজিটাল নিপীড়নের তথ্য সংরক্ষণ করা।
- সাংবাদিকদের বিরুদ্ধে সংঘটিত অপরাধ ও অধিকার লঙ্ঘনের ঘটনায় দায়মুক্তির প্রবণতা পর্যবেক্ষণ ও বিশ্লেষণ করা।
- শহীদ সাংবাদিক ও দায়িত্ব পালনকালে নিহত সাংবাদিকদের তথ্য, কর্মজীবন ও ইতিহাস সংরক্ষণ করা।
- গবেষণা, প্রতিবেদন, তথ্য-উপাত্ত ও বিশ্লেষণের মাধ্যমে জনসচেতনতা বৃদ্ধি এবং নীতিনির্ধারণ ও গবেষণায় সহায়ক তথ্য প্রদান করা।
আমরা কী করি:- FoEBD একটি সংবাদমাধ্যম নয়। আমরা মূলত মতপ্রকাশের স্বাধীনতা ও সংবাদমাধ্যম-সংক্রান্ত ঘটনার ডকুমেন্টেশন, তথ্য যাচাই, গবেষণা, ডেটা বিশ্লেষণ এবং একটি উন্মুক্ত তথ্যভান্ডার (Public Archive) তৈরির কাজ করি।
আমাদের প্রকাশিত তথ্য গবেষণা, সাংবাদিকতা, শিক্ষা, মানবাধিকার পর্যবেক্ষণ ও জনস্বার্থমূলক কাজে ব্যবহারের উপযোগী করে প্রস্তুত করা হয়। কোনো অভিযোগ বা দাবি পাওয়া গেলে তা প্রতিষ্ঠিত সত্য হিসেবে উপস্থাপন না করে, প্রাপ্ত তথ্য ও যাচাইয়ের অবস্থার ভিত্তিতে তা নথিবদ্ধ করা হয়।
তথ্য সংগ্রহের উৎস:- আমরা বিভিন্ন নির্ভরযোগ্য ও উন্মুক্ত উৎস থেকে তথ্য সংগ্রহ করি, যেমন—

- সাংবাদিক, ভুক্তভোগী ও প্রত্যক্ষদর্শীর বক্তব্য
- আদালতের নথি ও আইনি দলিল
- সরকারি ও স্বাধীন তদন্ত প্রতিবেদন
- মানবাধিকার সংস্থা ও পেশাজীবী সংগঠনের প্রকাশনা
- আন্তর্জাতিক সংস্থা ও প্রেস ফ্রিডম পর্যবেক্ষণকারী প্রতিষ্ঠানের প্রতিবেদন
একটি ঘটনার ক্ষেত্রে সম্ভব হলে একাধিক উৎস মিলিয়ে দেখা হয় এবং ব্যবহৃত উৎস নথিভুক্ত করা হয়।
তথ্য যাচাই:- প্রতিটি ঘটনার ক্ষেত্রে আমরা যথাসম্ভব তথ্য যাচাইয়ের চেষ্টা করি। একাধিক উৎসের তথ্য মিলিয়ে দেখা, সংশ্লিষ্ট পক্ষের বক্তব্য পাওয়ার চেষ্টা, উৎস ও প্রমাণ নথিভুক্ত করা এবং তথ্যের সীমাবদ্ধতা স্পষ্টভাবে উল্লেখ করা আমাদের ডকুমেন্টেশন প্রক্রিয়ার অংশ।
যে তথ্য পর্যাপ্তভাবে যাচাই করা সম্ভব হয়নি, তা “যাচাই প্রক্রিয়াধীন (Unverified)” বা প্রাসঙ্গিক যাচাই-অবস্থা দিয়ে চিহ্নিত করা হয়। তথ্যের ভিত্তি ও যাচাইয়ের মাত্রা অনুযায়ী রেকর্ড আংশিক যাচাইকৃত বা যাচাইকৃত হিসেবেও চিহ্নিত হতে পারে।
নতুন বা সংশোধিত তথ্য পাওয়া গেলে সংশ্লিষ্ট রেকর্ড পর্যালোচনা করে প্রয়োজন অনুযায়ী হালনাগাদ করা হয়।
ডকুমেন্টেশন ও বিশ্লেষণ:- ঘটনাগুলো হামলা, হত্যা, গ্রেপ্তার, মামলা, ভয়ভীতি, সেন্সরশিপ, ডিজিটাল হয়রানি, নিখোঁজ, সম্পত্তি ধ্বংস, পেশাগত বাধা এবং অন্যান্য প্রাসঙ্গিক শ্রেণিতে সংরক্ষণ করা হয়। একটি ঘটনা একাধিক শ্রেণির সঙ্গে সম্পর্কিত হতে পারে।
প্রতিটি রেকর্ডে, প্রযোজ্য ক্ষেত্রে, তারিখ, স্থান, ঘটনার বিবরণ, সংশ্লিষ্ট পক্ষ, ঘটনার সঙ্গে সাংবাদিকতার সম্পর্ক, আইনগত অবস্থা, পরবর্তী অগ্রগতি এবং হালনাগাদের তথ্য সংরক্ষণ করা হয়।
প্রতিবেদন ও গবেষণা:- FoEBD নিয়মিত মাসিক, ত্রৈমাসিক, অর্ধবার্ষিক, বার্ষিক এবং বিশেষ গবেষণা ও প্রতিবেদন প্রকাশ করতে পারে। এসব প্রতিবেদনে পরিসংখ্যান, প্রবণতা, উল্লেখযোগ্য ঘটনা, দায়মুক্তির চিত্র, আইনগত ও নীতিগত বিষয় এবং প্রাসঙ্গিক বিশ্লেষণ অন্তর্ভুক্ত হতে পারে।
স্বাধীনতা ও নিরপেক্ষতা:- FoEBD কোনো রাজনৈতিক দল বা দলীয় প্রচারণার প্ল্যাটফর্ম নয়। আমরা তথ্য, প্রমাণ ও নির্ভরযোগ্য উৎসের ভিত্তিতে মতপ্রকাশের স্বাধীনতা ও সাংবাদিক নিরাপত্তা-সংক্রান্ত ঘটনা নথিবদ্ধ করি।
কোনো ঘটনার অভিযোগ, দাবি বা সংশ্লিষ্ট পক্ষের বক্তব্যকে যাচাই ছাড়া প্রতিষ্ঠিত সত্য হিসেবে উপস্থাপন করা হয় না। তথ্য অসম্পূর্ণ বা পরস্পরবিরোধী হলে তা যথাসম্ভব স্পষ্টভাবে উল্লেখ করা হয়। নতুন তথ্য পাওয়া গেলে প্রয়োজন অনুযায়ী পূর্ববর্তী তথ্য সংশোধন বা হালনাগাদ করা হয়।
নিরাপত্তা ও গোপনীয়তা:- ভুক্তভোগী, সাক্ষী ও তথ্যদাতার নিরাপত্তা ও গোপনীয়তাকে আমরা গুরুত্ব দিই। প্রয়োজন ও প্রাসঙ্গিকতার ভিত্তিতে পরিচয় গোপন রাখা হতে পারে এবং ব্যক্তিগত বা সংবেদনশীল তথ্য প্রকাশের ক্ষেত্রে সতর্কতা অবলম্বন করা হয়।
কোনো ব্যক্তির নিরাপত্তাকে ঝুঁকিতে ফেলতে পারে—এমন তথ্য প্রকাশ না করে জনস্বার্থ, তথ্যের প্রয়োজনীয়তা এবং নিরাপত্তার বিষয়গুলো বিবেচনা করা হয়।

About Us
Freedom of expression, freedom of the press, and the right to access information are fundamental to a democratic society. Yet journalists, writers, human rights defenders, artists, academics, online content creators, and ordinary citizens may face censorship, intimidation, legal harassment, attacks, arrest, digital abuse, and violence. In many cases, the absence of effective justice and accountability can contribute to a pattern of impunity, weakening the environment for free expression.
FoEBD (Freedom of Expression Bangladesh) is an independent, information-based documentation and research platform. We collect, verify, preserve, analyze, and publish information on incidents concerning freedom of expression, the media environment, and the safety of journalists. We also work to preserve the memory and relevant records of martyred journalists, journalists killed in the line of duty, and individuals who lost their lives while defending freedom of expression.
Our goal is to present an evidence-based picture of the state of freedom of expression through reliable information, research, and data; identify patterns of impunity; and provide information that can contribute to accountability and the rule of law.
Our Objectives
- To monitor and document the state of freedom of expression and press freedom.
- To preserve information on attacks, killings, arrests, legal cases, threats, censorship, and digital harassment against journalists and other voices.
- To monitor and analyze patterns of impunity in cases involving crimes and rights violations against journalists.
- To preserve the information, history, and professional contributions of martyred journalists and journalists killed in the line of duty.
- To provide research, reports, data, and analysis that can contribute to public awareness, research, and evidence-based policymaking.
What We Do
FoEBD is not a news organization. Our work focuses on documenting incidents related to freedom of expression and the media, verifying information, conducting research, analyzing data, and maintaining a public archive.
Our published information is prepared for use in research, journalism, education, human rights monitoring, and other public-interest purposes. When a claim or allegation is received, we do not present it as an established fact without verification. Instead, we document it according to the available evidence and clearly indicate its verification status.
Sources of Information
We collect information from a range of reliable and publicly available sources, including:
- National and local media
- Statements from journalists, victims, and eyewitnesses
- Court records and legal documents
- Government and independent investigation reports
- Publications by human rights organizations and professional associations
- Reports by international organizations and press freedom monitoring bodies
Where possible, information from multiple sources is cross-checked, and the sources used are documented.
Verification
We make reasonable efforts to verify information relating to each documented incident. Our verification process may include cross-checking information from multiple sources, seeking statements from relevant parties, documenting sources and evidence, and clearly identifying limitations in the available information.
Information that cannot be sufficiently verified is identified as “Unverified” or assigned an appropriate verification status. Depending on the available evidence and level of verification, records may also be identified as “Partially Verified” or “Verified.”
When new or corrected information becomes available, relevant records are reviewed and updated as necessary.
Documentation and Analysis
Incidents are documented under relevant categories, including attacks, killings, arrests, legal cases, intimidation, censorship, digital harassment, disappearances, property destruction, professional restrictions, and other relevant forms of pressure or violation. A single incident may relate to more than one category.
Where applicable, records include the date, location, description of the incident, relevant parties, connection to journalistic work, legal status, subsequent developments, and updates.
Reports and Research
FoEBD may publish monthly, quarterly, semi-annual, annual, and special reports and research publications. These may include statistics, trends, significant cases, patterns of impunity, legal and policy issues, and relevant analysis.
Independence and Impartiality
FoEBD is not a platform for any political party or partisan campaign. We document incidents concerning freedom of expression and journalist safety based on information, evidence, and reliable sources.
Allegations, claims, or statements by any party to an incident are not presented as established facts without verification. Where information is incomplete or conflicting, this is identified as clearly as possible. When new information becomes available, previously published information may be corrected or updated as appropriate.
Safety and Privacy
We take the safety and privacy of victims, witnesses, and sources seriously. Identities may be withheld where necessary and appropriate, and we exercise caution when publishing personal or sensitive information.
Before publishing information, we consider its public-interest value, necessity, and potential impact on the safety of individuals. Information that could place a person at risk is not published where such disclosure is unnecessary.
